THE CITY COUNCIL OF THE CITY OF HEARNE WILL MEET FOR A REGULARLY SCHEDULED PUBLIC MEETING ON TUESDAY, JANUARY 21, 2020 AT 5:30 P.M. IN THE CITY HALL OF THE CITY OF HEARNE AT 209 CEDAR STREET AND WILL CONSIDER (1) RE-ADOPTING THE CITY’S GUIDELINES AND CRITERIA FOR TAX ABATEMENT; AND (2) APPROVAL OF AN AMENDMENT TO A TAX ABATEMENT AGREEMENT

 

1. The names of the property owner and the name of the applicant for the tax abatement agreement amendment is: GATX Corporation.

2. The name and location of the reinvestment zone in which the property subject to the current tax abatement agreement is located is: the GATX Reinvestment Zone adopted June 6, 2017, and the project site is a 139.434 acre tract in the City of Hearne and Robertson County, Texas with an address of 1401 W Brown St, Hearne, TX 77859.

3. A general description of the nature of the improvements or repairs included in the agreement is: an expansion and modernization of GATX Corporation’s rail service and maintenance facilities.

4. The estimated cost of the additional improvements or repairs to be covered by the amendment to the existing Tax Abatement Agreement is estimated to be $28 million.

ADDENDUM TO INVITATION FOR BIDS:
TIME EXTENSION

CITY OF HEARNE, TEXAS

Sealed proposals addressed to Mayor and City Council of Hearne, Texas will be received at Hearne City Hall, 209 Cedar Street, Hearne, Texas 77859, until 2:00 P.M., December 19, 2019, for construction of the 2018 CDBG WWTP Improvements, TxCDBG Contract No. 7218199, at which time and place will be publicly opened and read aloud.  Any bid received after closing time will be returned unopened.  Bids are invited for several items and quantities of work as follows:

Principal items of construction include:  Installation of new screening structure, including mechanical fine screen, manual screen, approximately 230 LF of 12” Force Main and all necessary appurtenances.

Bidders shall submit a bid bond by an acceptable surety in the amount of five percent (5%) of the bid issued.  A certified check or bank draft payable to the locality or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

The successful Bidder must furnish Performance and Payments Bonds each in the amount of 100% of the contract price from an approved Surety Company holding a permit from the State of Texas to act as Surety and acceptable according to the latest list of companies holding certificates of authority from the Secretary of Treasury of the United States, or other Surety or Sureties acceptable to the Owner.

Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Adherence to the grant recipient’s Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00.

Plans and specifications may be examined without charge at Hearne City Hall, 209 Cedar Street, Hearne, Texas 77859. Bid Documents and Construction Drawings for the project may be viewed and downloaded free of charge (with the option to purchase hard copies) at www.civcastusa.com.  Bidders must register on this website in order to view and/or download specifications, plans and other related documents for this project.  Printed copies of the specifications and drawings may also be viewed at the Engineer’s office, TRC Engineers, Inc., 505 East Huntland Drive, Suite 250, Austin, Texas 78752, (512) 454-8716.

Please submit questions for this project seven (7) days prior to bid opening through www.civcastusa.com in the Q&A portal.  All addenda issued for this project will be posted on www.civcastusa.com.  It is the responsibility of the Contractor bidding to use proper scaling, paper width and length, etc.  Failure to do so may result in error in the Unit Bid Quantities and/or Bid Amounts.

The Council of the City of Hearne reserves the right to reject any or all bids or to waive formalities in the bidding.  Bids may be held by the City of Hearne for a period of 90 days or until a contract is awarded, whichever occurs first, from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.

All contractors/subcontractors whose System for Award Management (SAM.gov) registration is not active or that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.

May 2, 2020 General Election - Early Voting and Election Day Voting to be Held at the Hearne Depot, 309 North Market Street, Hearne, Texas

The first day to file an Application for Place on Ballot, for Council Positions 2, 4, and 6, in the May 2, 2020 General Election will be January 15, 2020; the last day to file an Application for Place on Ballot will be February 14, 2020.

The last day to file as a write-in candidate will be February 18, 2020.

The requirements/qualifications to serve on the Hearne City Council are found in the Home Rule Charter:

SECTION 3.02 – QUALIFICATIONS
 

Each member of the Council shall be a resident citizen of the City of Hearne, shall be a a qualified voter of the State of Texas, shall have been a resident citizen of Hearne for a period of not less than six months immediately preceding his election, and shall not be indebted to the City of Hearne, provided, however, that any person with the above qualifications, except as to residence, who shall have been a resident, for a period of not less than one year immediately preceding his election, of any of the territory not formerly within the corporate limits of said City, but which is annexed under the provisions of Section I.03 of this Charter shall be eligible for said office. If the Mayor or any councilperson fails to maintain the foregoing qualifications, or shall be absent from three (3) regularly scheduled meetings without valid excuse, the City Council must at its next regular meeting declare a vacancy to exist and shall fill said vacancy as set forth in Section 3..05 of this Charter.
